Group threatens suit against city

The Green Party at Westminster College had plans for a rally today but scrapped the event after New Castle officials denied the request. (As a clarification, the group is not currently suing the city, it may happen in the future and the ACLU is reviewing the case. The story seems to leave out the specifics of this out by misconstruing Jae's quotes.)
